Looking Back:
So, in every set of games your pokédex starts from scratch. What happened to the data from Oak's pokédex or Elm's pokédex? Why the heck didn't Professor Birch (or anyone else for that matter) back up that data and put it into the new pokdéxs? It would make all subsequent pokédex projects a heck of a lot easier (not to mention faster). The easy answer is that there wouldn't be nearly as much to do in the games if you started out with 2/3 of your pokédex already filled. But, like many other things that happen in video games, that explanation works fine from a gameplay perspective but makes no sense in a real world setting. It'd be like a place that writes encyclopedias throwing out all their previous data and starting from scratch for each new edition.
