Anime and Manga that is "likely to interfere with the healthy development of youth" (and by that definition, most anime) are to be banned starting July 2011, with "voluntary restraints" starting April.

Is it an act by the Japanese or America?

Oi. My personal opinion... With the exception of hentai, I only think anime is just a fun thing for Japanese children to enjoy. Manga reveals the creativity of the people of not only today, but even the artists of distant feudal Japan. I do admit I'm not very happy with the weaboos in the world, but I am aware the fanbase is perfectly safe. Anime is entertainment, not a drug.

Oh, it's not about weaboos... it's about the otaku. You know, live in their parents basement, only leave for comiket, screw social interaction in favor of living alone with their body pillow (which they may or may not be legally married to)? That's what this is all about. The weaboos are actually the main reason political figures oppose this. Anime is a pretty big export of Japan, and over here it's much more popular with teens and adults than it is with kids. So with this ban in effect, they're going to lose a lot of that audience.
"Irregardless" and "Over exaggerated" are NEVER CORRECT EVER because they are redundant
Regardless means "without regard", and adding "ir" on the front actually makes it a double negative; exaggerate means "to overstate" so you're literally saying "over overstate."
Example: I can not exaggerate the importance of this fact enough, regardless of how often people ignore it.

Japan is VERY serious about kids and education, which often gets taken to rather ridiculous extremes. For example, it's perfectly normal for schools to try and impose limits on what their students watch on TV, where they shop, what they do during their leisure time, etc. Seems like this law is mainly targeting pornographic stuff. Even so, I suspect it'll get repealed before it comes into effect (anime, manga, and porn all are huge industries in Japan). Even if the law doesn't get repealed, considering what I know about Japan and law enforcement, it's quite likely that the law will never be enforced and therefor won't do much of anything. There's a lot of things that were banned in Japan long ago (beer vending machines, prostitution, and the Yakuza, for example) that are not only still around but not really hidden either since no one really has any interest in enforcing the ban.

I think if the Japanese government wants to target anything, target hentai. Little kids being exposed to that actually leads to trouble in the future, while anime on the other hand can actually teach some good things.

There's a lot of things the Japanese company should try to reduce or stamp out, but they generally like to pretend that any serious problems either don't exist or really aren't a big deal. As I've said in my travelog and such, Japan is by no means a perfect country or society. There's a lot to like about Japan but it has plenty of serious issues of its own (most of them are just different than the ones in the US or Canada).
