Because he wasn't born into the royal family he just married Queen elizabeth the II so they made him duke of edinburgh. The Bloodline runs through Queen Elizabeth's family, not Prince Philips. He could never be king. the throne was handed down to a queen, not a king and if they made him king, then he would be above the queen...so, they had to give him another title.
There are two different types of queens. A queen regnant is a female monarch who possesses all the monarchal powers that a king would have without regard to gender (our current queen is as such). This is in contrast with a queen consort, who is merely the spouse of a reigning king, and on her own has no official powers of state.
In england, if a man marrys a Regnat queen, he can not be a king (unless he is also of the royal bloodline), as this would put him above the queen in terms of power, he will always be a "prince".
