That's Captain Buggy. He's got the power of the Bara Bara no Mi (Separate fruit, basically) and was part of Gol D Roger's crew for a while. We met him around episode five - he was a plot device so Luffy and Zoro would meet Nami. He swore revenge on Luffy for defeating him, had a two episode mini-arc in which he met Gaimon and Alvida (I'm pretty sure 4kids cut it...) showed up in R/Lougetown and actually came quite close to killing Luffy, and here we see him searching for Captain John's treasure (remember that name. Oda-sensei snuck it in to Thriller Bark). That's Captain Buggy.
As for WHY there are Clown pirates... well, why not? Oda-sensei has way too much fun with the bad guys of One Piece, that's how it goes. Don't you remember Bon Clay? Chess and Kuro Marimo? Hatchan? I mean, the crew has a rubberman, a reindeer, a swirly-eyebrowed pervert, and a compulsive-lying, long-nosed, scizzophrenic coward. God, just wait until you meet Enel. Pun completely intended.
"Irregardless" and "Over exaggerated" are NEVER CORRECT EVER because they are redundant
Regardless means "without regard", and adding "ir" on the front actually makes it a double negative; exaggerate means "to overstate" so you're literally saying "over overstate."
Example: I can not
exaggerate the importance of this fact enough,
regardless of how often people ignore it.
